레퓨지아를 복원하기-국경없는 의사회

레퓨지아(refugia)는 대빙하기에도 비교적 기후변화가 적어서 다른 곳에서는 멸종된 생물종들이 살아남아 있었던 지역을 지칭하는 지질학적 용어다. K-Pg 경계라 불리는 대멸종의 시기 이후에 다시 수많은 생물종들이 번성할 수 있었던 것은 지구 곳곳에 레퓨지아들이 풍성하게 남아있었기 때문이다.

인간의 삶 역시 마찬가지다. 역사상 전쟁과 기아와 질병이 덮치지 않은 적이 한번이라도 있었던가. 정치는 매번 실패했고, 사람들은 불필요한 고통을 겪어야 했다. 그럼에도 불구하고 다시 번성할 수 있었던 것은 곳곳에 피난처가 있었기 때문이다. 옛날이라고 특별히 연민과 우정이 넘쳐서 피난처가 마련될 수 있었던 것이 아니라, 경계가 흐릿한 지역이 많았기 때문이었다. 그렇지 않았다면 인간이란 종은 일찌감치 멸종하고 말았을 것이다. 그래서 환란을 당한 사람들의 피난처도 지리학적 의미의 레퓨지아와 같은 역할을 했던 것 같다. 레퓨지아는 비인간 뿐 아니라 인간이라는 생물종에게도 그 계속성을 담보하는 곳이다.

하지만 근대국가가 성립되고 나서 가장 타격을 받은 것 중의 하나가 인간의 피난처들이다. 이제 어디에나 국경이라는 이름의 강고한 경계가 있고 피난처들은 국경 속에 갇힌다. 무장 군인들이 지키고 있는 국경 속의 피난처는 수용소지 더 이상 피난처가 아니다. 인간을 포함한 복수종 생물의 협력적인 번성을 연구하는 인류학자 안나 칭(Anna Tsing)은 오늘날 지구환경위기를 레퓨지아의 파괴라고 진단한다. 레퓨지아의 파괴는 비인간의 그것에 국한 된 것이 아니다. 이익이 되는 것이라면 무엇이든 짜대는 자본주의가 비인간들의 레퓨지아를 파괴하고 있는 것이라면, 강고한 국경은 인간의 레퓨지아를 파괴하고 있다.

 

“국경없는 의사회(이하 MSF)”는 분쟁지역에 들어가서 의료실천을 하는 NGO다. 그들의 제1원칙은 필요가 절실한 곳에서 의료실천을 하는 것이다. 의료적인 도움이 절실한 사람의 이데올로기가 무엇이든, 국적이 어디든, 지금 어떤 일 때문에 상처를 입었는지 그들은 따지지 않는다. 하지만 MSF사람들은 그 자신으로부터 혹은 분쟁으로 고통 받는 사람들로부터 어떤 편에 설 것을 요구 받기에 늘 도덕적 딜레마에 직면한다. 가령 민간인 학살과 여성들을 강간하는 것으로 악명 높은 반군이 상처를 입고 병원으로 들어와도 그들은 치료를 한다. 체계적으로 핍박받고 있는 로힝야의 주민들은 이들에게 자신들의 고통을 국제사회에 호소해 줄 것을 요구하지만 그들은 그렇게 하지 않는다. 그들이 반군을 치료하지 않는다면 그 병원은 곧 바로 반군의 타겟이 될 것이고, 로힝야 사람들의 처지를 소리 높혀 이야기 한다면 MSF는 미얀마정부로부터 바로 쫓겨날 것이다.

 

도덕적 딜레마에 직면하고 있는 MSF의 결정들은 이것도 옳고 저것도 옳다는 식의 상대론적인 귀결이거나 어쩔 수 없는 현실적 조건에 굴복한 소극적인 태도로 보일 수 있다. 하지만 그런 비판은 가해자와 피해자가 뚜렷이 나뉘어지는 세계만을 전제로 하고 있는 것 같다. “국경”의 프레임만이 전제되는 것이다. 하지만 MSF가 표방하는 “국경없는”이라는 말은 “국경”이라는 경계하에 기계적 중립을 지키는 것이 아니다. 오히려 이들이 의문에 붙이는 것은 “국경”이고, 그 경계를 흐릿하게 만드는 일을 하고 있는 것 같다.

 

유한한 목숨을 가진 모든 존재들의 현실적인 삶은 살기와 죽기가 한꺼번에 짜여 들어가는 테피스트리(tapestry)다. 정치의 실패가 원인이든 자연재해가 원인이든 무고한 죽음이 없는 세상은 아마도 불가능한 꿈일 것이다. 하지만 임시적인 탈출구가 있다면 그 중 일부라도 잠시 환란을 피할 수는 있을 것이다. 대빙하기 때에도 레퓨지아에 있었던 생물종들은 살아남을 수 있었던 것처럼 말이다. 살아남을 수만 있다면, 삶은 또 어떻게든 이어질 것이고 심지어 다시 번성할 수도 있다. 그래서 임시적인 탈출구를 만드는 일은 현실적인 조건에 굴복하는 소극적인 일이 아니라 레퓨지아를 건설하려는 적극적인 활동이다. 이런 의미에서 보면 MSF의 활동은 국경이 파괴해버린 레퓨지아를 복원하는 일로 보인다. 대빙하기에도 있었던 레퓨지아의 복원은 이 파괴의 시대에 처한 인간 비인간 모두에게 절실하고도 절실한 일이다.

 

 

 

Restoring Refugia – Doctors Without Borders(MSF)

Refugia mean small, isolated that have escaped the extreme changes undergone by the surrounding area, as during the great ice age, allowing the survival of plants and animals from an earlier period. It is because of the refugia adequately scattered here and there on the earth that a multiplicity of biological species(living beings) again could continue to flourish even after the great extinction period called K-Pg boundary between the Cretaceous and the Paleogene

The world of human living is not different from that.  Has there been a moment without war, hunger, and disease throughout the history of human life. Politics failed every time and everywhere, and consequently people had to undergo the undesired suffering. However, because there were the places of refuge, even in the troubled regions, people could regain their flourishing. It is not because pity and friendship abounded especially in the ancient times so that the refuges could be made, but because there were regions whose boundaries were not so clear and distinct. If not so, the species of human being could not avoid extinction or extermination. Likewise, the refuges for the people suffering from war, hunger, and disease seemed to function just like the refugia in the geographical sense. The refugia seem to assure ongoingness not only for nonhumans but also for the biological species called human being.

However, after the coming into existence of the modern states or countries, one of the most damaged is the human refuge. Now, everywhere there is a solid boundary called the inter-country border, and the refuges are confined inside the border. Armed soldiers-guarded refuge inside the border is no longer refuge in its original sense, but a prison in a sense. Anthropologist Anna Tsing, who studies cooperative flourishing for multispecies including humans, insist that the crisis the global environment is faced with is the destruction of refugia. The destruction of the refugia is not merely limited to that of the nonhumans. Just like the capitalism, which extracts whatever seems lucrative, destructs the refugia for the nonhumans, human refuge is being destructed by the solid borders.

MSF(Doctors without Borders) is an international, independent, medical humanitarian non-government organization(NGO), the mission of which is conducting medical practices at disputed, troubled places. Its primary principle is doing medical practices where a helping hand for life-saving is desperately needed, no matter their ideologies, nationalities, causes of their sufferings or wounds. However these humanitarian workers are facing moral dilemmas, when the suffering people asked them to take their side from a humanitarian standpoint, or when they are requested to take an ideological or ethical position from their inner selves. They do not exclude from their medical practice members of rebel troops even if they are notorious for their killing civilians and raping innocent women. Even though the systematically persecuted Rohingya in Myanmar continue to ask them to make a global appeal to the international societies, it’s not a simple matter they’ll be able to easily handle. Their refusing to provide rebel troops with medical treatment will mean their becoming the target of reprisal attack, and speaking up for Rohingya for the help from the international societies will result in immediate MSF deportation from Myanmar.   

MSF workers’ position facing with moral dilemmas might be seen as a relativistic conclusion saying that any party is acceptable, or as a passive attitude surrendering to the unavoidable conditions of the reality. However, this kind of critique seems to presuppose a rigid frame through which one can only see the world divided into attackers and victims. That is to say, the frame of “border” is presupposed. But, the term “Without Borders”, when we say “Doctors Without Borders”, does not mean that a mechanical neutrality should be kept. Rather, they seem to put the “border” into question and aim to make the borders blurry and indistinct.

The life of reality of the mortal living beings is a tapestry into which living and dying are together interwoven at the same time. The world without innocent death would probably be an impossible dream, whether the cause of the death is political failure or natural disaster. However, if there could be a temporary escapeway anyhow, it might be possible to make a partial and temporary escape from the tribulation, just like the refugia made it possible for the biological species in it to survive even the great ice age. If only one can survive, then life will somehow continue and may even flourish. Therefore, preparing a temporary escapeway is not a passive action to surrender to the conditions of the reality, but an active one for seeking to build refugia. In this sense, MSF activities seem to be restoring the border-destructed refugia. The restoration of the refugia, which had existed even during the period of the great ice age, is desperately indispensable for both humans and nonhumans situated in this age of destruction.
